Duties

Help

- Drives strategic messaging and is technical advisor to Squadron, Center, and DoD leadership. Defines develops, and formulates the technical structure, analytical approach, technical policies, procedures, and concepts for the squadron's function, programs and tasks to ensure a balanced program that satisfies intelligence customers.

- Establishes, directs, and oversees appropriate analytic methodologies to maintain and improve quality and quantity of analysis based on current and anticipated information, methods, and techniques. Clarifies and elaborates on Chief Scientist and Technical Director's production policies, objectives, goals, and guidance.

- Provides senior level oversight in Squadron resource reviews to determine sufficiency and effect on the Squadron's products. Advises the Squadron Commander as required in the review, evaluation, prioritizing, and integration of future resource requirements, personnel training, and skillsets required to ensure adequacy and consistency within Squadron analytic programs.

- Represents NASIC and USAF in technical meetings and conferences with all levels of government and industry up to DoD and National Intelligence levels, and in Special Project programs. These programs are of intense interest to major elements of the Intelligence Community as well as numerous clients at the Joint Chiefs of Staff (JCS), DoD, HQ USAF, Combatant Commands (CCMDs), and MAJCOM level.

Qualifications

This is a GG-15 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-15 duties for the "Professional" work category are at the "Expert" work level and are equivalent to those at the GS-15 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions.

EXPERIENCE REQUIRED: Mechanical Engineer Series 0830, Computer Engineer Series 0854, Electronics Engineer Series 0855, Aerospace Engineer Series 0861, Physical Scientist Series 1301, Physicist Series 1310, Astronomy and Space Science Series 1330, Operations Research Series 1515, Mathematician Series 1520, Computer Scientist Series 1550:Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: knowledge of a wide range of concepts, principles, and practices relating to scientific and technical intelligence assessments and threat analysis of foreign aircraft and weapon systems; high degree of technical competence, judgement, leadership, creativity, and intellectual resourcefulness; knowledge to the development of new methods, approaches and procedures; knowledge of Operations Security (OPSEC), National Intelligence Priority Framework (NIPF), and Defense Intelligence Analysis Program (DIAP) is required; knowledge of NASIC programs, plans, manpower, funding, goals, priorities, commitments, and acquisition processes. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.

AND

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Professional knowledge of the concepts, principles, theories, and practices involved in all-source intelligence, engineering, mathematics, physics, and/or air-related fields to perform studies, modify standard practices, and/or resolve issues related to the planning, development, fielding, and sustainment of aircraft, weapons, and systems-of- systems architecture to create effects delivered from these weapons systems.

2. Requires strong technical competence, judgment, leadership, and resourcefulness to conceive and guide the successful conduct and reporting of threat assessment projects in the Squadron mission area.

3. Extensive knowledge of the many facets of the intelligence analysis process, intelligence tradecraft, and the methodology employed in achieving assessments is required for complex prioritization, coordination, scheduling, and reporting tasks.

4. Broad knowledge of the intelligence community, as well as the force modernization, operation and policy- making communities, their interrelationships, responsibilities, and authorities.

5. Ability to apply knowledge to the development of new methods, approaches and procedures; must be able to quickly and expertly evaluate intelligence products, briefings, and to determine the relevance of the materials to the Center, Group, and Squadron mission.

6. Ability to communicate clearly, concisely, and with technical accuracy, both orally and in writing, as well as work and influence people at all levels of government in a professional manner with peers, management, contractors, and other agencies.

CONDITIONS OF EMPLOYMENT CONTINUED:

This position is covered by the Defense Civilian Intelligence Personnel System (DCIPS), and as such will subject the incumbent to those examinations and/or tests as follows that are necessary to obtain and retain a security clearance and any special access required by the position in accordance with AFI 36-1101.

Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed.

Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.

Requires availability for short-notice work of weekends, holidays, and evenings; should be available for recall consistent with the nature of the event should emergency situation arise. Flexibility in adjusting scheduled workday is mandatory. Requires availability for TDY as necessary in executing position responsibilities.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

ADDITIONAL INFORMATION:

This position is a Defense Civilian Intelligence Personnel Systems (DCIPS) position implemented under Section 504, Title V of Public Law 99-569, Intelligence Authorization Act for Fiscal Year 1987, as codified in Sec 1601, Chap 83 of Title 10 United States Code which sets forth Air Force policies and procedures for DCIPS. This position is in the Excepted Service.

Position Requires a B.A. or B.S. degree from an accredited institution with a preference in the following fields: electrical engineering, aerospace engineering, mechanical engineering, computer engineering, mathematics, physics, and/or computer science. Related professional disciplines could include 0801 (General Engineering), 0830 (Mechanical Engineer), 0854 (Computer Engineer), 0855 (Electronic Engineer), 0861 (Aerospace Engineer), 1301 (Physical Scientist), 1310 (Physicist), 1330 (Physical Scientist), 1520 (Mathematician), 1550 (Computer Science) series, with the final classification of the position to be determined by the qualifications of the person selected to the position. A master's degree in a related field is highly desired.
