Duties

Help
  • You will develop Basic Facility Requirements (BFRs) to justify new construction, consolidation, or demolition.
  • You will review maintenance, repair, and construction planning projects to verify correct execution of the work.
  • You will conduct technical reviews of facilities planning products (i.e., Basic Facilities Requirements [BFRs], Facilities Support Requirements [FSRs]) to determine if objectives are met.
  • You will review technical or functional facilities project proposals to verify they satisfy planning or programming criteria specifications (e.g., budgetary requirements and regulatory restrictions).
  • You will implement the Shore Facilities Planning System (SFPS) to guarantee accurate determinations of facility requirements and the optimum use of existing facilities.
  • You will support community planning and real estate projects by functioning as the community planner for the development of principal types of plans (e.g., comprehensive plans, functional plans, and project plans).

  • You will be required to obtain and maintain an interim and/or final Secret security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You may be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
  • This is a Bargaining Unit position.

Qualifications

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: developing and implementing comprehensive master and long-range plans to guide the strategic development of the facility and meet mission goals, creating project documentation and reports, and managing cross-functional assignments and in the design and planning of complex projects.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

Education

Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess a Degree: community planning; or related field such as urban affairs, architecture, landscape architecture, engineering, sociology, geography, economics, political science, or public administration that included at least 12 semester hours in the planning process, socioeconomic and physical elements of planning, urban and regional economic analysis, and development finance.

OR

Combination of education and experience: courses equivalent to a major in one of the above disciplines, or a combination of related courses totaling at least 24 semester hours in any combination of the above disciplines of which at least 12 semester hours were in the planning process, and socioeconomic and physical elements of planning, plus appropriate experience or additional education.

Note: Applicants with degrees in related fields, such as those listed above, who do not have the 12 semester hours of specified course work must have had at least 1 year of work experience in community planning acquired under the supervision and guidance of a community planner.
