Duties

Help
  • Lead the development and integration of detailed annual and multi-year budget estimates for multiple programs and organizational units, consolidating them into comprehensive, mission-aligned budget requests.
  • Support both internal customers, such as the Medical Group Commander and senior leadership, and external stakeholders, including DHA J-1 and J-8 financial leadership, by developing and delivering tailored financial reports and data visualizations.
  • Provide expert advice on DoD and DHA budget policies, processes, and fiscal regulations, ensuring compliance and operational alignment across the entire program lifecycle.
  • Represents the budget office in high-level briefings and interdepartmental meetings, presenting complex financial recommendations to obtain consensus or formal approval from leadership and key decision-makers.
  • Audit/advise on all financial submissions under the Uniform Business Office program, including Third Party Collections, Medical Service Accounts, and Medical Affirmative Claims, ensuring accuracy, timeliness, and compliance with regulatory guidance.
  • Serve as the approving authority for travel orders and obligations, maintaining strict adherence to fiscal laws, DHA policies, and audit standards.

  • A Personnel Security Investigation is required.
  • Financial Management Level 2 Certification- in accordance with the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, section 1051, amending 10 United States Code, section 1599d.
  • This position requires you to submit a Public Financial Disclosure Report (OGE 278) or a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
  • Immunization screening is required. Hepatitis B immunization is required for all positions with direct patient contact. Applicants may be required to show proof of other immunizations depending on the type of position.
  • Selectees will be required to sign a statement (Condition of Employment) consenting to seasonal influenza vaccinations or must provide a recognized exemption.
  • Must be able to obtain and maintain current Basic Life Support (BLS) certification through the American Red Cross or American Heart Association. Advanced certification (e.g., ALS) does not supersede BLS.

Specialized Experience: One year of specialized experience which includes providing policy interpretation and direction regarding a wide range of financial resource management operations; recommending solutions to complex financial issues; monitoring monthly obligations and expenditures for assigned accounts; and preparing a variety of reports covering the status of funds, expenses, and obligations. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-02/GS-11).

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
